Dear Mactier,
You will remember that we had sowe
correspondence last month about a possible Secretary for the proposed Hong Kong Harbour Trust but that the Admiralty were unable to release to us Lieutenant Commander I.W. Freathy.
I have not written to you further in regard to this matter because we wanted to clear the position in regard to the Chairman-designate of the Trust. As you know, kr. C.J. Colman is at present in London from Iraq and we have had discussions with him resulting in his acceptance of the proposals put to him in a letter dated 3rd July. A copy of this letter was sent to your Department and I have since heard from Secretan asking to be informed as soon as Colman's appointment is settled. Colman has confirmed that he will not renew his contract with the Iraq Government and that he will be available to us as soon as he has taken leave in respect of his Iraq contract which terminates on the 15th January, or if necessary after a curtailed leave. I enclose a copy of a letter which I have written to him confirming this position.
Mr. Colman tells us that he is proposing to return to Iraq by the 15th August. We are anxious, therefore, if possible, to consider candidates for the post of Secretary to the projected Trust before then
